You are having a relatively pleasant day, then the mail is delivered and there is something from the San Rafael Police Department. Inside there is a photo of you—taken through your car's window from above—and the notification that you soon will be cited for running a red light. The amount of the fine will be at least $446.

Safety and Revenue are not mutually exclusive. Those intersections are notorious for red light runners and accidents as a result. If the cameras deter a few, and the revenue helps cover the enforcement and response cost associated with the intersections and are necessary to catch scofflaws or provide city services to those affected by accidents (fire, law, EMS, DPW, etc) then it's worth their time. Don't want to pay any extra to the city? Then don't run the lights. It's simple.

Does the automatic citation kick in only if one ENTERS the intersection with a red light (no excuse for that, ever)? Or also if the light turns red while one is in it? I ask because my RV cannot stop in the distance that a car can and, at times and even while observing the speed limit, I must go through lights that are amber when I enter them.
